Question on Form 1

I have never completed a form 1 or any NFA firearm forms. I am interested in Making an SBR out of an AR. On the form it asks for the model, barrel length, and overall length.

Does this mean that I have to decide on barrel length and stock configuration now. As opposed to just getting approval for a barrel under 16 inches, and deciding exact layout after getting the approval?

Yes.

You need to fill in a length for both the barrel and the rifle itself. Neither of these are set in stone. You may change out components as time passes, but if you decide to permanently change the configuration, you are supposed to notify the ATF NFA branch so they can update the registry. (Whether or not that ever happens is a topic for another discussion.) If you decide to convert it BACK to a Title I rifle with a 16" barrel and OAL of 26", you can send the ATF a letter to that effect and it reverts to its original status.

So having a 7.5" barrel on it now on the Form 1 does not prevent you from swapping uppers at a later date. You can go back and forth as often as you like.

For a SBR, the OAL can be less than 26".
For a Title 1 rifle, the OAL needs to be greater than 26".

No My SBR is a 7.5 inch barrel with an overall length of 24 inchs.

Just for a quick confirmation since I'm considering SBRing an AR soon myself...

Would the safest bet be to register it in the configuration you most often want/intend to use that qualifies as an SBR?

For example, I'm probably going to get a 14.5" upper. But am not ruling out a shorter one later on either, I just want the 14.5" primarily. Should I therefore register it with that 14.5"? Or should I register it with the shortest one I might consider? Or does it honestly really matter too much?

You'll want to register the SBR in the configuration you will run it in the "most." So if you plan on using it as 14.5" then register it that way. If you decide to get a shorter upper, different caliber upper, etc you can change it "temporarily" to whatever you want to. But you should always have the parts available to change it back to it's "as registered" state.

RJ is correct about the 'registered' configuration. If you eventually decide that a longer (or shorter) barrel, or change caliber, and it is a good permanent option, you need only drop a simple note to the NFA branch to 'legalize' the change. As always, I send such things via certified letter with a copy of the Form 1 attached...and keep a copy for my files. Never can be too careful when dealing with the gubmint.
