Has anyone seen these before? Are they a good practice tool?

They are certainly a good practice tool, but you can cut your own out of cardboard for free. I did. Some black construction paper and you can add hard cover to suit.

I make mine out of cut up grocery bags. Put some tape on the back and you can move them around and set up your own stages at home. I have a basement, so I have two cement walls in one room with nothing but dirt behind them, I have a bunch of targets cut to different sizes and I move them around to practice different dry fire drills.

At the end of our weekly IDPA practices I always take the shot up targets for practice at home.......
