The tick box to quote in reply is grayed out for me. Any suggestions where I look to change this?

I looked in my user options and didn't see it.

There's a quote icon in the reply box. What it does is this:

This is a quote, which ends up looking like this:
This is a quote

I just type the tags -- it's fast enough I don't worry about it.
