Need advice on 30-06 comparatives.

I'm now working with a Don McCoy M1 Garand, single shot rifle. Obviously it will take a full 8 round charge, but it was designed and built as a single shot long range competition rifle. For most everything I use Redding Competition dies, but I do have a Forster press and have been reading about their proprietary Bench Rest Dies.
Before he passed away, Mr McCoy had mentioned that neck sizing was an intended part of the reloading process for this particular rifle.
Can anyone with practical experience with both please explain why I might want one over the other of these two neck sizing dies?

I neck size only for my bolt action rifles for accuracy.
As I understand it the point of neck sizing only is to reduce the amount of "working" of the brass as well as reducing the minimum amount of deviation in the case sizing to fit that particular rifle. This is a good thing when using a bolt action rifle as the bolt cam can force the round in if it is a tight fit. When using a gas operated action one usually full length sizes the brass as it needs some "slop" to chamber reliably. With a rifle you can get the best accuracy out of a neck sized only or "just shoulder bumped" brass so that it is not needing to expand any to fill the chamber when fired which makes the round more consistent therefor more accurate. If there is more to this than I am telling you I am sure someone with more expertise will chime in soon.
