Integral rifle suppressor design query

This has been bugging me for a while and I may as well ask it now.
Could/has an integral suppressor be/been designed so that it can at one indexing be active and at an other indexing of the suppressor be inactive? I had an image of a set of holes at 3 and 9 on a barrel so that one twist of the suppressor has the holes covered and an other twist has them uncovered to port in to the can.

Anything can be done with the right amount of money involved. The only major problem would be when your gun is in the "off" position gas would bleed around your internal and external sleeve and would most likely end up being sealed either on or off, like some cans do after 2-3 shots with no anti-seize in the threads so your user serviceable can is now a sealed unit. Another problem might/could be the two parts turning when you are firing and changing point of impact.

If you can design it, it can be built. However, one has to ask why make a relatively simple concept more complicated?
If you're going to hang it off the barrel full time, in an integrated application, then by golly, USE IT!! ;)

Based on what you wrote, it seems that your silencer tube covers the ported part of the barrel and does not extend past the muzzle? Without an expansion area filled with baffles after the muzzle, the suppression will be poor. Merely bleeding gas ifrom the barrel and into the tube is not enough for good suppression. It will be enough to be defined as a silencer by the feds though.
I think it might be hard to seal the holes by merely twisting the tube to cover the ports. Bullets move fast because they have thousands of pounds of pressure behind them. Some gas is certain to leak by into the tube.

Another thing to consider is that adding and subtracting gas bleed-off is likely to have an effect on velocity, and thus point of impact and/or accuracy.
