Oh my gosh.
There is technically no such thing as "a class three license".
Start by reading this: http://www.thehighroad.org/showthread.php?t=507319

The short of it... if the location for the business is zoned properly, if you have all the appropriate state/county/city business licenses, and if you have no criminal record that would prohibit you from dealing in firearms, then all it takes is some money and time, and you will be issued an FFL and class 3 tax stamp.
Here's something else you should read: National Firearms Act Handbook (http://www.atf.gov/publications/firearms/nfa-handbook/)

I have a class 3 license. It costs $30 for three years and you can get firearms in interstate commerce that are over 50 years old. Officially it is called a curio and relics license FFL 03.

There is no such thing as a class 3 license. Class 3 is a tax bracket, not a license or an item you can buy.

I believe Midwest is saying somewhat tongue in cheek that he has a Type 3 license (Licensed collector of Curio & Relic (C&R) firearms). What the OP is really asking about is a Type 1 license with a SOT. Different animal, and the links provided disclose all the information.

Ok...let's stop piling on.
horsemen61, this is actually the second thread we've had on the subject of "Class 3" licenses this week, so please go read the other threads that CoRoMo linked, and then post whatever questions you may have when you understand the subject a little more fully.
Here's the one from this week: http://www.thehighroad.org/showthread.php?t=637054
