I've been kicking around the idea of trading my 2002 SAR-1 (7.62x39mm) and ban-era magazines for a 5.45x39mm AK of some flavor. Since it's a 2002 and ban-compliant, do these bring any sort of price premium compared to a post-2004 Romanian AK, since they can be lawfully owned in NY, MA, and CT?

No. Ban complaint stuff is still readily available here. Why would you think there would be a premium?
Pre-ban stuff carries a premium, but as I always tell people in non-ban states, it's way cooler to help out a guy in a ban state than it is to squeeze every last penny out of a pre-ban gun.

Yeah, but after the last round of price gouging after the election i wouldn't count on much of that from the firearms community.
