Gun Build Challenge!

Anyone out there think they have the technical knowledge to build THIS (http://www.youtube.com/watch?v=2j6RanjE01U) ?
Seems like someone put it together for military use, but it would be amazingly fun for civilian type stuff. Also, I'm not sure it would qualify as a firearm so maybe no FFL? Just a though, who thinks they could make one?
