I looked at the ad and it looks fishy to me. It would be illegal to import them into CA, or to sell them if already in CA. There is also no mention of whether they are Glock factory or aftermarket mags, and the price is too low for Glock factory anyway. The seller gives no information on his location or phone number. This may be a scam.

If it's not a scam the guy is probably selling aftermarket 40 cal mags that you can stuff extra 9mm rounds. Like the 40 cal XD mags hold 15 9mm rounds. Mark
