Could a class 3 firearms dealer purchase a post-86 weapon without a leo demo letter or how could they purchase a post-86 weapon with a leo demo letter. Also how does one go about obtaining a demo letter.

A LE demo letter is required to purchase any post-'86 dealer sample, and is normally just a letter printed on paper with a law enforcement header and signed by a police chief or other equivalent. The letter needs to state that the police or other law enforcement entity want the dealer to obtain the post-'86 sample as a demonstration of the weapon for potential purchase and use by the law enforcement entity, and it allows the dealer to purchase the post-'86 sample from the dealer that currently has it.

A manufacturer or importer FFL w/ SOT may purchase a post-86 machine gun from an FFL/SOT that is going out of business and giving up his license. A dealer FFL w/ SOT still needs the letter.

or how could they purchase a post-86 weapon with a leo demo letter.
Find a friendly sheriff or chief of police to write letter, and ask nicely.

Also how does one go about obtaining a demo letter.
Being related to, friends with, or a campaign contributor of the Sheriff helps.

The ATF still has to approve the transfer even with the letter. They have been cracking down on buddy to buddy relationships between LEA and FFL SOT 3s. An MP5 demo letter for a SWAT team would get approved if you can keep HK out of the way. A Maxim or M60 transfer would most likely not get approved by the ATF.

Demo letters are getting tougher to obtain and get approved.
