Does the powder 231 and hp-38 are the same? Some shooters told me yes.

Yes, they are known as SMP #231 and are the same exact powder. They are made in Florida by St Marks Powder Company (SMP), a former division of Olin Corporation.

And HP-38 is often cheaper than W231 and usually in stock than the popular W231. ;)

HP-38 and W231 are exactly the same. I've shot both (bought the W231 when HP-38 wasn't available). HP-38 at Powder Valley is always cheaper than W231 (also true of just about any Hodgdon relabel of Winchester powders).

Look on some containers - W231 and HP38 may even have the same lot numbers.

The published reloading data for the two powders is identical.

I have a bottle of each with the same lot # !

Just an FYI, H110 and WW 296 are the same powder as is H414 and W760. Called Hogdon and verified plus all there online data is identical.
