Can one mix lot numbers of the same type powder ?

Not a good idea.
Each lot is blended to make it the same burn rate as other lots.

Nothing wrong with dumping the remains of one empty can in a new full can.

But I would not suggest mixing two 4 pound kegs together.
One rotten apple spoils the whole barrel thing.

Besides, the lot numbers are there to give information to the manufacture in case you have a problem with it.
It is a pretty good idea to maintain lot number integrity for that reason alone.

I'd just try to get 8# kegs and keep them whole/discrete.

I mix small remains into a new batch all the time. I just make sure to combine it well.

As rc said, I wouldn't go mixing two full containers together.

When I get two cents to rub together, I mix Old Roy with the usual sawdust just so he doesn't backflip out.
