I've noticed in Hodgdon's reloading manual that the 7.62x39 does not have a minimum and a maximum loading, just one load per bullet/powder combo. Does anyone know why?

I only see that with IMR-4198 and IMR-4227.
The other Hodgdon powders show start and max loads.
The reason is, old data from IMR before Hodgdon took over distribution of IMR powders.
IMR only showed MAX loads in their published load data, and you were expected to reduce it 10% for the starting load.
The pressure is shown in CUP, so Hodgdon has not retested those two powders with modern pressure transducer equipment giving PSI measurements.
If they do, they will show start & max loads for them.
