Putting together a cool build here over the ne t few months and have a couple of questions. I just preordered a RJF ZK22 bullpup kit for a 10 22 ( not in production yet, should be this fall). Their site sate you need an 18.5 inch barrel to avoid SBR. I don't have a barrel that long, and I want this one suppressed. If I run my 16.5" barrel with a Sparrow, is it SBR? If I want to use the Sparrow on something else do I need to spin a fake on the bullpup to remain compliant? Or should I just find an 18.5" suppressed barrel?

Your rifle by itself (under 26" OAL) would be an SBR, so that's one tax stamp.

The silencer is another tax stamp.

IF you bought/built an integrally suppressed rifle (OAL >26", total barrel length >16") -- wherein the silencer was part of the barrel and couldn't be removed -- that would only require one tax stamp as the rifle is not an SBR.

The only way to keep it from being an SBR is to permanently attach the suppressor (real or fake) if you can remove the "extension" it's still going to be an SBR.

IMHO, I would consider two stamps, if that's the length you want. A perm mounted suppressor could make for one stamp, but cleaning could be a problem. If your suppressor can be disassembled (from the front end), you should be able to clean it. If it's sealed, that's more of a problem. With an AR, you can strip and clean the entire upper; I would want to find out how this works with a 10/22 before going that route. The cost of the additional stamp is probably about the same as purchasing a new barrel, so it sounds like a wash to me.

New to this game, how would I go about going the SBR route? Would probably be cheaper in the long run as I already have a well built 10 22 with a 16.5" threaded barrel. Then I wouldn't have to completely build out another one, just get the SBR stamp and put it together.

Are you going to SBR and suppress? If so, you might talk your local FFL that handles the suppressor transfer to also help with the SBR paperwork. I think your lo-cal makes a huge difference. Around here, CLEO signoff is not a problem. If it’s a problem in your area, your FFL may be able to help with that as well.

You certainly can ask your SOT 03 FFL for help, and since you'd be buying the silencer through him anyway, he may be willing to help walk you through filing the Form 1 (http://www.atf.gov/forms/download/atf-f-5320-1.pdf) to "make" your SBR rifle.

You'll need to have the rifle receiver engraved with a serial number and your name and location as the maker, and of course fill out or provide all the usual paperwork.

Should be somewhat simplified because of using NFA trust. Don't know if there is a local law enforcement sign off for individuals on SBR, but there is for suppressors, and our local county sheriff is.. not easy to work with. The NFA bypasses him. :D
