Yes.

All fixed cartige gun's must go though an FFL and wate 10 days for any trasnsfure even in famleys.
Muzel loders I think you can but if you to a website that sells muzel loaders thay will tell you.

You can't have anything that fires fixed ammo shipped to you as far as I know, but you can have blackpowder firearms shipped to you without the FFL stuff. I mean I've had tons of BP guns shipped to me without problems!

I believe if said firearm was made BEFORE 1898,then by Fed law it is considered a nongun/antique and not regulated.Even a non-citizen can buy a .45 colt if made prior to 1898.
I hav'nt seen anything to change this over the yrs.

Sorry. I was thinking muzzle loaders. Federal law permits. California doesn't but wouldn't know what the mail carried.

Ive seen ads on gun broker that pre 1899 firearms can be shipped to or from calif,whithout ffl,no matter the ignition,or cartridge.some say different,maybe county laws,or is there state preempion of gun laws?

True antiques (rifles & pistols manufactured before January 1st, 1899) are exempt because they are not considered firearms (not even in California).
