Arisakas tend to be very well-made and are hell-for-strong.

Carcanos are like any other Italian gun that doesn't say "Beretta" on it... ;)

Type 99s can range from passable to down right freaking scary. Serious degradation (sp?) of quality as the war progressed.

That didn't happen to the Carcanos nearly as badly.

Carcano: easier to find surplus ammo, requires a Manlicher-type clip to function as a magazine rifle.

Arisaka: better gas handling in case of ruptured round, slightly better sights, ammo is even more expensive and hard to find.

Neither is a real shooter, unless you handload. Accuracy could be quite good in either.

Never shot either but I've handled both. Neither caught my attention enough to pay ove $100 and look for ammo.

I think the Carcano has proven itself a bit more than the 99. At least in the United States. :(

Got both, prefer the Arisaka, but not violently so. This is a contest for, what, fifth place? Sixth?

Apparently, the Carcanos manufactured at one particular arsenal (Tula? Tulsa? Somebody help me out here...) are supposed to be very well-made, accurate, and nicely finished. Oswald's Carcano was one of those.

All the rest are pretty horrid.

The Arisakas can be quite nice, and will generally stand a chamber reaming to 6.5-06, which is a dandy general-purpose hunting round and somewhat easier to find. They're also hella strong. If you buy one, have a gunsmith check it out. Most Arisakas are good shooters but a few are not safe to fire.

I believe the arsenal you're looking for is Terni.

Tula was a Czarist/Soviet arsenal, and Tulsa is in Oklahoma. :)
