What are the stipulations? One of my college profs was joking that it's got so many conditions that the only place we can open carry will be in our yard.

Anywhere you can carry concealed, you can carry openly.

^ Sounds good for Oklahoma. A step at a time. Next, OC W/O a permit. Then Constitutional Carry.
Hopefully, Florida soon follows the Sooners.;)

Outstanding. I always worry that the wind might blow my shirt up and expose my sidearm, thus be guilty of "brandishing."

Meh, as others have stated it only applies to CCW holders so that stinks, but by all means it's a step in the right direction and IMO worthy of praise.

i have no praise for the corrupt, scurrilous scalawags in the OK legislature who promised us unrestricted open carry law and gave us very little.

I believe they are talking about open carry with a carry permit.

Some states it is illegal to open carry even with a carry permit. Other states require a carry permit to open carry (I believe Indiana). However there are states where open carry is permitted without a permit. Like Kentucky.

Thats nothing to complain about, here in Illinois we don't have OC nor CC of any sort. You don't know how good you have it.

True. Plus, I live right smack on the Atlantic Ocean on Ocean Drive with fantastic weather. My poor nieces suffer in Westmont and Mattoon with you. Compared to Illinois, most of the planet is good! :D

I feel rotten sounding so selfish! :( I'll stop whining now and hope you finally get rid of the "only one left" label soon and get CC,OC or any C , Monsieur Mikael! ;)
