No they are not.
Not for sure who has the best deal, but unless you're stuck on "Ruger" mags don't pass up on trying Mec-Gar magazines. Typically they cost a little less, but work just as well.

Wonder why they don't make a hi-cap? Years ago Ramline made a 12-shot magazine and I still have one that works. It's plastic.
