You'll either have to buy a bunch of commercial ammo like Winchester or Wolf Gold and save the cases to reload, or just buy a bunch of new-made brass like Remington, Winchester, Starline, etc. Keep in mind that even new brass will still have to be resized and trimmed to length. Finding used, reloadable 7.62x54R brass for sale is tough, but it's out there. Usually in small quantities. I've gotten lucky a couple of times.

Priv Partizan brass seems to have a good reputation....http://www.aimsurplus.com/catalog.aspx?groupid=40&name=7.62x54R
Take your pick from the link.

I bought 7.62x54R Priv Partizan brass from Graf's and it is very good, no resizing or trimming was required. Just lightly chamfered inside/outside of case mouth and was good to go.

Winchester makes brass, as does Lapua/Norma and Priv Partizan (sold as Wolf Gold, Bear Gold, etc). Now that berdan primers are listed again (Graf & son has it on the web site) you can reload the steel cases if you want.
Yes, steel cases CAN be reloaded, but it is a pain to do and if boxer primed BRASS cases are available I don't feel a need to reload berdan primed steel. Berdan primed brass cases are a pain too, but I hate to throw perfectly good brass away, so I have a bunch and except for the primer, is loaded the same.

I am fortunate that I got a butt load of the older brass berdan primed 7.62X54 in ammo tins. I knew that they shot really really well but until I found out from one of the THR members I never realized that it was match grade military ammo. I still have 8K plus of it and kept about 3K of the brass to reload from what I did shoot. Also when Midway USA had the Olympic FMJ ammo for cheap I would tack five or ten boxes on every order I made for a couple years. That turned out to be really good quality boxer type brass when used for reloading. I think that I am set for life as far as brass for my Mosins.:) If I were you I would buy loaded rounds made with the most inexpensive boxer type brass and use the components to make first loads by substituting a known propellant and carefully measuring it for each round. Then reload as needed after shooting it.

Thanks folks, for all the input. I have been saving the prvi brass thats what I shoot mostly. I just can't go the price of the Lapua brass for a plinker gun and won't hassle with steel stuff. I did manage to score a bunch of Fiocchi brass the other and it looks preety good. Thanks again.
