I was given an old lyman spartan single stage press, any info on it? Is that a primer on the arm on the front of it?

It is a serviceable simple leverage single stage.
Friends of mine loaded a lot of ammo on them, but I went RCBS.

Yes, the device on the front is a primer arm and punch. They even made a primer feed for it.
Hardly anybody uses them, a hand primer from Lee or whoever is more convenient for most single stage processes.

my usual press is a lee turret and I use their hand primer press, I may set this up for crimping or something not in the turret.

If it's the only press you have it will certainly work. Resizing bottleneck rifle cases is a chore.

If it's an extra press it would be a good one to keep a universal decapper in if you have the primer catch tray.
