Can I buy a new "pre-ban" Colt AR15 Carbine and convert it to be "post-ban" compliant

I'm in Central New Yorkistan. . . . .NOT the New Yorkistan City area. Beleive it or not, NYS laws aren't as bad as the NYC area laws are.

I'd like to buy a new Colt AR6720 Lightweight Carbine (would be my 1st choice) or maybe even one of their LE6920 Carbines, either a LE6920, LE6920MP-B or LE6920SOCOM Carbine. I like the LE6940 but would rather have a permanently fixed A2 front sight. I saw some of their new 2013 models, I'd like to see all of them before I'm ready to buy.

However, I need it to be "post-ban" compliant. Can a FFL order a new "pre-ban" carbine setup for me and then change it to a "post-ban" configuration? I need it to have a collapsible stock that's pinned or and most likely I'd just put a A2 stock on it, the bayonet lug needs to be removed, and the flash hider needs to be either removed or replaced with a permanently affixed muzzle brake or thread protector that makes the barrel at least 16 inches long. I don't need new magazines as I have a bunch of "pre-ban" USGI aluminum 30 rd. magazines.

Does anyone know if this can be done or if there are any large distributors/smiths that will make one "post-ban" compliant for me? Or will Colt make one "post-ban" compliant for me. I know they make California compliant models. However, I don't need the magazine setup that they need. If not, is their any way I could build my own "post-ban" compliant upper? I'd prefer to buy a complete carbine or at least a complete upper either factory made or made by a smith if possible.

Check out Allstar Tactical (https://www.allstartactical.com/services/gunsmithing) in Rochester. They will do the transfer and compliance work for you.

In all honesty, you might just want to buy the upper and do the work yourself. Grinding off a bayonet lug is a 10 minute job. Pinning the brake is not hard with a quality brand new bit. The only hard part is welding the pin. Once you upper is compliant you can buy an A2 stocked lower and then pin them together.

Making it post ban would not be hard. Couldn't you just mate an AWB era upper to a pre-ban lower?

I'd contact Tim's Guns in Camillus and talk to Dennis. If anyone can give you the right answer, it's them. Their transfer fees are really reasonable as well.

I talked to a guy at Tim's last week. He said they don't have a gun smith and don't do work of any firearms so they won't do it for me. No biggy, I'll figure something out. I got the information I was looking for so I should be set now.

Talk to Tom at Creek Road Guns & Ammo in Morrisville, he can probably do what you need onsite. And he does $15 transfers!

It depends on where your at, in all reality, id look for a rifle that already meets those requirments, in Indiana i don't have to worry about anything outside of barrel length, so for my build i used a 16in barrel so i could change gasblocks later if i wanted to

No, here in New Yorkistan, we have laws that mirror the '94 federal AWB. So any assault type weapons, magazines ect that were manufactured before the '94 federal AWB took effect we can own and use. Anything manufactured after that, we can not own or use. I guess some stuff we can have but can't use it. I'm not sure, so I only use pre-ban magazines. Everything else is post-ban.

King, I agree, however, as far as I know Colt doesn't make their AR6720 Lightweight Carbine complete or the upper half that is post-ban compliant. That's the setup I want so I'm going to have to either make it post-ban compliant myself or have it done for me.

If you are near Syracuse, MTM is going to be a really long drive. Nice guys though, and they know their way around an AR for sure.

You can definitely build your own post ban upper in NY, but that Colt lower is really playing with fire in NY, regardless of how you neuter the upper. From the Colt website:

This Lightweight Law Enforcement Carbine has a roll mark of AR-15A4

From NY Penal Law 265:

(d) any of the weapons, or functioning frames or receivers of such weapons, or copies or duplicates of such weapons, in any caliber, known as:
(i) Norinco, Mitchell, and Poly Technologies Avtomat Kalashnikovs (all models);
(ii) Action Arms Israeli Military Industries UZI and Galil;
(iii) Beretta Ar70 (SC-70);
(iv) Colt AR-15;

Stupid as the law seems, I would not want to be the person that tried to convince 12 of my peers that my black rifle that says Colt AR-15A4 on the lower is not a Colt AR-15.

I'm definitely going to look into it. However, if we go by that section of the penal law, then no AR15 type of weapons manufactured after Sept. 13th, 1994 would be allowed in New York State under any circumstances because they are all "copies or duplicates" of the Colt AR15. There are newly manufactured "post-ban" compliant Colt AR15's as well as many other brands of AR15's legally sold in New York State daily (NOT NYC, that's a different animal altogether). I think we're missing something. . . . .I hope!

Colt's LE6920 lower is roll marked M4. If I have to I could get one of those instead. I really don't mind whether it says AR15 or M4 on it as long as it's all Colt I might end up buying the complete upper and get that swapped to be "post-ban" compliant. Then buy the complete lower and either pin the collapsible stock or get a A2 stock.

pseudonymity, it took me about 33 1/2 seconds. You are correct. We CAN NOT own 'post-ban" AR15 lowers that have AR15 roll marks on them. I'll buy the LE6920 lower with the M4 or even a Colt lower that has Sporter or such roll marks. I learned something VERY BIG today!

My NY-Legal AR-15 is a personal mashup with s Spikes Lower.
Labeled SR-15 ;)

I recently converted everything on the upper, good excuse to buy a crappy 100$ welder from harbor freight. That plus a hack saw gave me the beaver-popping abilities I needed.

Nuts, isn't it? I guess it is a bit of toss up as to what actually constitutes a copy or duplicate. FN FAL = bad but CAI R1A1 is good. Norinco AK-47 bad, MAK-90 is good. Colt AR-15 bad, Colt M4 is good? I do not know of any cases where a DA tried to spin "functionally a copy" into a successful felony conviction, but who knows? If the Nassau DA can drag a LGS owner and workers into court for just telling customers how to re-pin their collapsible AR stocks, then who knows what can happen?
