AR Pistol/ cane tip??

I have seen a few Ar pistols of late that the owners(?) have placed walker (cane) tips over the end of the buffer tube. This is then used as a buttstock, The rear sight is moved forward and the basically it is a SBR.

Not wanting to be silly, but is this legal?

The cane tip is to keep the firearm from falling over in the safe. Google the letter from the ATF and it says as much.
