Early model Charter Undercover Question

Hi folks. I've got an early model charter undercover that my uncle gave me for a pocket pistol. The cylinder latch was bad so I got new parts and replaced that. I went out to shoot it today and, although it shoots fine, I noticed that when I swing the cylinder out and fully load it, the cylinder want spin around. If it is unloaded, it spins fine. It appears the edge of the bullet casing is hitting on the cylinder stop screw (the small screw that keeps the cylinder from going back too far). Does anyone have any experience with the charters who can tell me if this is normal or if I have another problem?
