My brother is interested in buying one of my .22RF rifles. I've held my FOID for decades, he has applied for his (both Illinois residents) Assuming he receives his FOID, do I need to complete the sales transaction through an FFL dealer (as on GunBroker or buying from a retail sales shop) or can I sell direct to him so long as I see and verify the FOID card?
Can someone point me to the regulation on this one?

You can sell it to someone as long as they live in IL.
Since you both have FOIDs, all is good.
There needs to have been a 24 hour period from the time an agreement to transfer it was entered into.
IL requires you to keep a record of the sale for 10 years.
The only time it's a problem to do a private sale is at a gunshow.
