Buying suppressor from out-of-state vendor

I've ordered a suppressor from a vendor that's not in my state. After the form 4 is executed and the tax stamp is issued, can that vendor ship the suppressor directly to me, or do I have to be involved with a Class III dealer in my state?

I didn't see any in-state requirements (e.g., handguns) under FAQ on the BATFE website. Any info with a link to the appropriate regulation would be appreciated.

That dealer would ship to a dealer in your state. This would be a on a form 3 dealer to dealer transfer. The form 3 can take anywhere from a few weeks to 3 months. The form 4 transferring to you would be from your in state dealer.

GCA 1968 makes all firearm transfers an in-state requirement, and then it exempts only long guns from the requirement. So, a suppressor ("Other" firearm) can only be transferred to you from an in-state FFL.

If it's on a Form 1 or Form 4 in another state the seller would need to work with a local FFL/SOT and apply to have the item transfered to a Form 3 (Fee = $200), then a tax free transfer on Form 3 from FFL/SOT to FFL/SOT, then you pay another $200 tax to apply for a Form 4 transfer. Wait another 6 months and it's yours.

If the item is currently on a Form 3, they will need to process a tax free transfer of the item to your SOT, then Form 4.

Interestingly, a gun that comes under the NFA and is a C&R can be shipped/delivered directly to a C&R licensee in another state, but a suppressor can't be a C&R item even if it is old. I have no license; if I sell a registered WWII STEN gun to an 03 FFL holder in another state, I can ship or take it directly to him without any Class 3 licensee being involved.

Another interesting twist. I can take or ship the gun to him, under the provisions of the Form 4. But he can't come and get it, since he would then own the gun and can't take it across a state line without ATF approval.
