What is it?

In a baggie in the bottom of a box of bulk ammo junk I bought at a garage sale last summer. Marked "NAGANT" and GFL with 3 stars in a circular pattern on the case head. Guessing a blank, but it has what appears to be a flat nosed projectile roll crimped and set just below flush to the case mouth. PLus, it feels front heavy as a loaded cartridge would. Weighs 178 grains total, photographed next to a .22 LR for comparison. Betting lots of people on this board know what it is at a glance, but I do not!

you're welcome

It was just another random fact in the magic *-ball I use for a brain - it is a rather obscure surplus gun/cartridge
