I've noticed that few sellers mention a Hazmat fee. What's up with that?

There is a hazmat fee on primers or powder when shipped. It doesn't matter who is selling it.

The fee is $27.50 and is a charge imposed by the shipper (UPS, FedEx) due to DOT rules in case that's not mentioned in the listing.

If they are not charging hazmat they are not disclosing contents to the shipper and breaking federal regs. An absolute no no.

30.99 on the shelf every day at gun store I frequent most. That is up a bit and every weekly shipment he gets seems to ease up another buck. Store on other side of town is charging 39.99. Their stock is not moving fast.

No they are not, at least not from the major retailers. Yes you will have to wait a few weeks but they can be had at normal prices. Some people just want to scam every last penny from the panic crowd.

I just spent $175.00 for 5000 small pistol primers in Fl. & felt lucky to get them.

Did seller send man named Guido to force you to buy? Everyone that doesn't know there is a Hazmat fee to ship powder and primers needs to learn. In this instance cost is 27.50 and some hard feelings. I pay Hazmat fees all the time. Both at work and for reloading supplies. That is why I order my primers minimum of 25,000 a time. Makes the Hazmat fee virtually undetectible in the per unit price.
