My dad said he has had FTE with Herters 5.56 in his SR556. It was after about 90 rounds of plinking. My theory was that the chamber was hot and melting lacquering on the casings resulting in their adhering to the chamber wall...what do you think?

Your theory is wrong. Hold a blow torch to a steel case someday and see if you can melt the lacquer. I'm betting you can't. Steel case ammo doesn't expand the same way brass does, allowing for more chamber fouling, which can result in stuck cases if not cleaned frequently and properly. Its NOT the coating "cooking off" the lacquer (and a lot of steel case ammo doesn't even come coated in laquer these days).

Herters 5.56 is crap, and really dirty

Just opinion, but I believe the Ruger piston system has some trouble with steel case ammo. Now, don't flame me because that is what I have heard from a couple of my friends who have one and they will only shoot brass now.
I shoot a lot of Russian steel case out of my S&W (DI) with no problems, BUT I always shoot the brass first. Davek1977 is right, not the coating that causes the problem.
If you shoot a lot of the cheap steel case Russian, the chamber brush is your friend.

Since we don't know who out there might actually try this ... it might be wise to emphasize using a spent case not a live round! :D

I'm betting on slightly under powered ammo, some dirt, and maybe colder temperatures all factor in.
From what I have seen you can buy the same ammo not re-branded as Herters for less
