Why is it that my Hornady and Lyman's book are pretty dang close when it comes to load data but my Lee book is quiet abit higher, as in the start load for the Lee is the max load for some loads in my Hornday book.

The Lee book is old data copied from powder manufactures info when the book was first published.

Lee has no ballistics lab of their own.

In some cases, manufactures have reduced max load data in the years since the Lee data was copied due to better pressure measuring methods.

Throw the bullet manufacturers books out! and use powder manufactures data and learn pressure signs. The load data that you get from one bullet manufacture to another sways I trust powder manufacturer much more.
