Form 1 Barrel Length Question

When the Form 1 asks for barrel length do I write the length of the barrel currently installed (16") or the barrel I intend to install which would make the rifle an SBR (12.5")?

If you're using the Form 1 to make a short-barreled rifle, then everything on that form about the firearm refers to the configuration you intend to make.

They don't care about the current barrel length. It doesn't even have to currently have a barrel. You can register a stripped lower without even having the barrel in hand.
