The only reason to hoard would be on the assumption a ban is going through and your items will become NFA. They're just out (or stupid)

Why would they hoard at the top of the market?

Not hoarding. Serves no purpose to hoard when demand is sky high. They won't get a better selling opportunity than now. They are selling everything they get in. Just bought an AR from my lgs, and he sold 4 more ARs, and 2 pistols in the 20 minutes I was in the shop. More sales were pending and he had sold out of all the 223 and AR mags that just arrived today in a matter of hours this morning.

Neither.
They are listing their stuff on Gunbroker without telling their local customers.
That way they get to have their cake (sell at ridiculously high market prices) and eat it too (keep their local 'real' customers happy because said customers think the shop is 'doing right by them')
Although some probably are just plain out of stock.
