LD222 HP183: An Act Designating the Chief of the State Police as the Only Issuing Authority of a Permit To Carry a Concealed Handgun.

For those who may not know currently you apply for your carry permit through your local Police Dept Chief. For locations that do not have a local PD they go through the State PD Cheif. The state pd has been backed up for 2-6 months on issuing permits for at least the last year. It is stated in the Maine Revised Statutes as I reference in my letter below that [a] "Permit for a resident of 5 or more years to be issued or denied within 30 days; permit for a nonresident and resident of less than 5 years to be issued or denied within 60 days." This makes it unlawful for them to be behind in issuing permits but there is no penalty. The proposed bill would make this delay Exponentially worse to the point of a possible suspension of new applications for carry permits. Please write your reps to oppose this bill ASAP!!! Below is the letter I just sent through www.congress.org and will be continuing to send to all representatives I can reach. "*To whom it may concern,

Please oppose the proposed bill LD 222 (HP183) "An Act Designating the Chief of the State Police as the Only Issuing Authority of a Permit To Carry a Concealed Handgun" Sponsored by Representative Timothy Marks. There is already a grossly unacceptable backlog and delay of the issuing of Concealed Carry Permits from the State Police, and in some cases from local issuing authorities as well, just from the jurisdictions they are responsible for. This delay is unlawful as it violates Maine Revised Statute Title 25: Internal Security and Public Safety, Part 5: Public Safety, Chapter 252: Permits to Carry Concealed Handguns, Section 12: Permit for a resident of 5 or more years to be issued or denied within 30 days; permit for a nonresident and resident of less than 5 years to be issued or denied within 60 days.

This bill also removes the power of approval or denial from the local authorities who are most likely to know if there is a potential reason for denial of an individuals permit application. Again I strongly urge you to oppose this bill, at least until a point in time when resources can be appropriately dedicated to fulfilling the requirements of granting or denying Carry Permit applications within the 30/60 days as required by law.

I will start the dialing tonight Centurian. All bills are tabled until April so that they can be consolidated, but I will start making my calls. I have always needed to go through the State PD but your right. If it aint broke, dont try fixing it.

Here in IN the chief of police does the city and Sheriff does the county.
