I am a new re-loader but I will pass on some good advice I have gotten from this forum (or another ??) and that is to consider having your scale on another table, not attached to the loading table that has your press mounted. This is to distance your scales from the vibration/jarring that the loading press may impart to the table.
And as above, for your leveling problem...you just have to come up with a sturdy surface / shims that allow you to level the scale.
Good luck with the hobby.

The gizmo that holds the pan (a very technical term :)) should have a pocket in the bottom of it that is held on by a screw. Remove it and add a piece of shot, a small nut, or some such small pice of counter weigh until the scale zeros with the adjustment screw about in the middle of its range.
Actually, you can find the appropriate piece of weight without taking the holder apart. Once you find the correct counter weight to add, then disassemble the pan holder and put the weight in.
Hope this helps.

Remember there should be THREE PIECES hanging on the scale beam opposite the pointer: 1-the wire bail that hooks on the beam. 2-the silver base for the weighing pan should be snapped into the circular portion of the wire bail. and 3-the empty weighing pan itself.
With these 3 pieces hanging and all readings set to zero, the beam (not the scale body) should be level. If the beam is NOT level when balancing freely, THEN maybe you need to adjust the weights in the silver pan base.
IF THE BEAM IS LEVEL, then you need to find a more level surface for your scale. Or could it be possible you turned the level adjustment screw the wrong direction? You want to LOWER the left hand end of the scale in your pics.

When the surface the scale is on isn't level, this is what happens. So, take a hammer and flatten a couple lead shot, then cut the shot into pieces, adding them to your pan until it is able to be zeroed. But definitely don't try to load on it until it will properly zero.
And as for using a shim, I wouldn't do that personally, simply because it leaves too much room for accidents to happen. If the shim is not a good solid material and stable, your weights will vary when the shim compresses or shifts.
