i was thinking IF the reloading store down the road will exchange and "un opened" green dot powder for a Power pistol would the power pistol be better for loading the cast 40cal lead bullets? the green dot and power pistol was about the only powder they had....

If it were me I would rather use power pistol. I use it in 45acp for jacketed and also for max effort 38 special.

I have been using AA#5 for 40 but thats not available for you unfortunately.

Typically, most stores won't take back primers or powder, but it doesn't hurt to ask. The worst thing they will say is no.

Green Dot is somewhere between Unique and Red Dot in terms of performance in 40. You'll get better than "bunny-fart" loads, but not quite "average" velocity. I would certainly rather have a bottle of Green Dot than nothing.
