What are "small base" dies?

Being new(ish) to reloading, I constantly run into unfamiliar terms. The newest one is "small base" dies. What are they and when do you use 'em?

small base (SB) dies resize the brass closer to unfired specs than full length (FL) dies do...
SB dies are used mainly to resize brass shot in loose full auto chambers.... if you buy once fired military brass, sometimes a SB die is required so reloaded rounds will function 100%...
