Subject: UPDATE HB 1298 Assault Weapons Ban of 2004
------------------------------------------------------------------
Last weekend Roy Tarbutton of the MSRPA and I have received reports
from
several sources that House Speaker Michael Busch has instructed House
Judiciary Committee Chairman Joseph Vallario to move HB 1298 "Assault
Weapons Ban of 2004" out of committee.
Since that time Roy and I have been working to confirm the validity
of
these reports. Roy Tarbutton and I now agree that the reports are
sufficiently credible that we must launch an intense lobbying effort
directed at Speaker Busch and Chairman Vallario.
Focus calls, letters and e-mails on the following:
(remember to be polite, courteous and non threatening when you call)
Tell them you oppose the gun ban in any form, including a state
version
of the federal ban.
(Speaker Busch has expressed support for a state version of the
federal
ban.)

My letter to Mr. Busch......
Mr. Speaker,
I am writing to you to voice my opposition to any plan to move HB1298 out of committee to a vote in the full house of delegates.
On March 16, the law abiding citizens of Maryland stood up to say that they rejected the notion of further erosion of their constitutional rights, which HB1298 would do.
The professional lobbyists representing Ceasefire MD and the Brady Campaign could not withstand scrutiny in the light of truth presented by the Maryland State Police and individuals who testified before the committee.
Your political maneuvering is a blatant affront to the will of the people of Maryland who have made it clear that they do not support HB1298.
Please move your legislative efforts on to crime control efforts rather than those that only control law-abiding citizens.

Ok, here is my letter to Delegate Busch:
Delegate Busch,
I was at the hearing with my two young sons on March 16th and testified in opposition to HB 1298. At the hearing, I urged you and the other members of the House of Delegates to please research this issue for yourselves and I hope you have had a chance to do that.
I live in Anne Arundel county and I follow closely the way my elected officials handle matters which are important to me. I realize, however, that in order for the system to work properly, you have a duty to listen to what your constituents want. I think it was very clear at the hearing on the 16th and well as the Senate hearing back in February that the people of Maryland have spoken loud and clear in opposition to this ban. If there were so many people who want this ban to happen, where were they on both days? They simply weren't there and they won't be there to back you up at election time either.
I ask you to please stand up for what the people who elected you want and do not push for HB 1298 any further. Thank you for your time and consideration.

To the chairman of the committee in question:
Dear Delegate Vallario,
I am writing to you to voice my opposition to any plan to move HB1298 out of committee to a vote in the full house of delegates.
On March 16, I watched you run a heated and contentious hearing in a fair and even handed manner. In the spirit of continuing that fair treatment, I implore you to resist any attempts to move HB1298 beyond the committee stage.
The proponents of this bill claim to represent the majority of Marylanders, yet when the actual numbers are seen in the debate before the committees in both the House and Senate, the opponents of the bill are clearly in the majority. Despite the claims by the professional lobbyists of Ceasefire MD and the Brady Campaign, they are not a grassroots movement. In fact, it is the law-abiding citizens of Maryland who are a grassroots movement of individuals tired of having their individual rights curtailed in the name of crime prevention.
Sir, the anti-gun lobbyists present alleged facts that can not withstand the light of scrutiny. The Maryland State Police confirm that these so-called assault weapons are not a measurable factor in the commission of crimes in this state. The Department of Justice and FBI patently refute Leah Barrett's drone of "1 in 5" police officers killed by assault weapons.
Please put this ill-conceived bill to rest so that the legislature can move forward with meaningful crime control measures that do not infringe upon the lawful citizenry of Maryland.

Earlier today I received an email about the same thing from NRA-ILA about the vote taking place sometime this week.
After reading this email I contacted Del.Donald Dwyer's (Dist 31)office and I had a chance to speak with one of his aides JERED FAIRES this afternoon. I asked him if the info in the NRA email was accurate and he said "from what info we have right now it is true". He could not give me an exact date or time.
He did suggest that we continue our phone calls to our delegates in general and the Judiciary Commission in particular. Mr.Faires also said that those opposed to HB1298 are trying hard to keep it from "seeing the light of day".
To those unfamilar with Del.Dwyer he is the sponsor of HB859 concealed carry.

Sorry...I'm a poor writer so I'll not embarrass myself by posting my email.
Here's the reply from Mr. Busch:
------------------------------------------------
I appreciate hearing from you and wanted to immediately let you know your
e-mail was received. Given the volume of e-mail I get, it may take some
time to provide a proper response. For scheduling or, if you need immediate
attention, please call my office at 410-841-3800.
Once again, thank you for contacting me. I appreciate your input.
Sincerely,

I got the same reply from Busch, i.e. form letter. Don Dwyer replied with an actual brief note (not a form letter), and from my Del. Barbra Frush a semi form letter:
Thank you for sharing your views about gun control legislation in Maryland. I appreciate hearing the views of constituents about matters that are important to them.
When I have the opportunity to consider legislation in this area, I will keep your views in mind.
Thank you for the opportunity to be of service. Please let me know if I can be of further assistance with this or other issues.
Delegate Barbara Frush
Here is the kicker: Pauline Menes, who is also one of my delegates and stated John Gianetti (The senator from my district) committed political suicide for voting no against the Senate version. She went on to say that Gianetti was not representing his constituants. Funny, I get replies from everyone of them her. Funnier still is that this woman has been in office since 1965. I think she is still stuck there.

From the WBAL website:
Proposed Assault Weapons Ban Appears Doomed
POSTED: 6:43 am EST March 23, 2004
ANNAPOLIS, Md. -- A proposed state ban on assault weapons appears doomed this year in Annapolis.
Gov. Robert Ehrlich opposes the bill, and a Senate committee is poised to reject it by a single vote. What may be the only hope for Sen. Robert Garagiola, the bill's sponsor, would be to attach the weapons ban with a tax bill he has recently introduced.
The Baltimore Sun reported Garagiola's other measure would impose a 10 percent tax on the sale of assault weapons in the state.
If the assault weapons ban doesn't pass, firearms outlawed by the expiring federal ban could go back on the market in Maryland this fall.
Ehrlich opposes the ban, and lobbied Sen. John Giannetti of Prince George's County against it -- meaning members of the Senate Judiciary Committee are 6-5 against the measure.

My first post.
I saw the same news clip this morning on WBAL preceded by someone shooting a fully automatic uzi. Since there is no way to get to the news media to stop this manipulation of the masses perhaps we can reach the sponsors. I haven’t researched the telephone numbers of the local dealers but that is my next step.
my letter to WBAL
I was disappointed to see your reporting of the demise of the alleged Maryland Assault Weapon ban. This was shown with a picture of a fully automatic uzi being fired.
This ban has nothing to do with fully automatic weapons and everything to do with the banning of semiautomatic rifles that have been uses in America for over a hundred years. Machine guns have been banned since 1934.
You know that and your staff know it. You sir are engaging in deceptive propaganda to convince people that somehow machine guns are going to be on our streets. Since we cannot alter your stance perhaps we can do so by writing your sponsors for that segment.

Welcome molonlabe. Glad to have another Marylander.
WBAL isn't the only one pulling that stuff. At the House hearing on the 16th one of the anti's did the same thing. Used a video clip with an automatic weapon and claimed it was a semi-auto. I couldn't see the clip, but she was called on it by Sandy Abrams, who apparantly could see it. I did try moving my trigger finger as fast as the rounds were going off and couldn't get close. Not that I'm the most coordinated shooter in the world.

the clip they showed could of been a bump firing semi auto AR15
Quinter did not state any context for the clip that he showed
it was faster than 1 shot per second
i wonder if they submitted the video as testimony and were required to footnote the source

Does anyone know who the "contact" people are at the different TV stations?? Maybe we can get a mass emailing or phone call campaign going!
If we as a group of VOTERS, CONSUMERS, TAX PAYERS, and GUN OWNERS can atleast get the "media morons" to conduct a more balanced and fair way of reporting then WE WILL HAVE WON a VICTORY!
I know that its an uphill battle (all the way)but it can be done! Its a shame we can't buy a spot on local TV to educate the sheeple about the differences between FULL & SEMI AUTO! At the same time we wouold be letting the liars at VPC,HCI,The Brady Bunch, and the Million Moron's that LYING and DECEIT won't be tolerated anymore!
Oh,GEEZ,I almost forgot! What are the politicians gonna do when they can't lie, cheat, ETC.........
What do y'all think about going after the media!
Maybe we can get the NRA to have a short pro-gun infomercial broadcast nationwide when people WILL BE AWAKE during the day and NOT have it stuck on some unknown cable channel at 4:00 am .
molonlabe,

WBAL AM Radio is operated and managed by the same folks as WBAL TV. Ron Smith is the afternoon talk guy on WBAL radio and claims to be Pro 2A. He can be reached at rsmith@wbal.com, enough emails to him might just get John Lott back on his show (he has done numberous shows with Mr. Smith) to discuss this proposed ban especially if it goes to the floor.

Does anyone have cable ISP? I didn't have time to download this video earlier.Maybe I can take a peek at it later since I'm stuck with "dialup".
riffraff,
If we can get a mailing campaign going they(media)will hear our side even if they don't care to. I know if I was being deluged with letters or overwhelmed with emails it wouold cause me to pay attention!
Maybe with some luck we just "might" find a sympathetic ear to hear us out and plead our case.
May I suggest that any correspondence with the media be :
1) 100% Factual- this leaves no room for them to dispute .
2) Done in a courteous manner--- it helps put to rest the myth that gun owners are "nothing but uneducated rednecks and trailer trash"!
We have to try and attempt to educate the media.I know its a tall order but it will be worth it IMHO. Feel free to add to the above list. Its just a couple of ideas I had for dealing with stubborn people. I'm sure I missed a few things.

In response to CrazyIrishman request as to who was reporting the news. I'm sorry but I didn't note that. I really didn't think it was relevant as I thought the announcers simply reported canned prepared news items. I will pay more attention to that. I get up at 5:30 in the morning and always turn on the news and was greeted with a fully auto UZI then the news announcement. I did get the sponsors because I intend to write them this weekend.
I have received by mail a response to a previous letter sent to Senator Sarbanes regarding the MD and National AW Ban where he reiterated that he believes these weapons are for killing large numbers of people and should not be in civilian hands and he supports the ban.

molonlabe,
Thats OK! If you happen to see it again AND you are coherent (maybe not at 5:30-LOL) try to write it down "if possible". Sometimes I'll see something on the news and i'll go by so fast you almost don't have time to do anything. Make sure you've had your coffee first!
Don't worry,we'll figure out how to get them to listen.
How many have heard the old adage "the squeaky wheel gets the grease"?
If we can just take a few minutes here and there to call, write, or email I can't see how we could miss getting through to 'em.

Well, the bad guys never give up.
With your help, we have been able to stymie the passage of a
semi-auto ban in the Maryland Senate. But now, anti-gun House
Speaker Michael Busch is reportedly pushing delegates to move a house
version of the ban (HB 1298) out of committee and onto the floor.
It is time to act quickly and urge your delegates to oppose this
dangerous legislation.
It is time to tell the House of Delegates that gun bans don't disarm
criminals -- just have them look at Washington, D.C. After 25 years
of living under a draconian gun ban, the residents of that city are
LESS safe today than they were before the ban was enacted.
Perhaps even the Fraternal Order of Police and the Maryland State
Police are coming to understand this, as they both announced their
opposition to similar legislation in the Senate.
ACTION: Contact your state delegate(s). Urge them to oppose the
unconstitutional gun ban contained in Maryland House Bill 1298.
Please make your contacts today. A House roster and pre-written
message are provided below. If you don't know your district, go to
http://www.mdelect.net/lookup.asp to look it up using your zip code.
----- Pre-written message -----
Dear Delegate:
I strongly urge you to oppose HB 1298 -- legislation banning scores
of semi-automatic firearms.
Gun bans have completely failed to curb crime in this country -- just
look at Washington, D.C. After 25 years of living under a draconian
gun ban, the residents of that city are LESS safe today than they
were before the ban was enacted.
Gun bans have not only endangered innocent lives, by taking away the
means of self-defense, they have also proven to be quite costly
politically. President Clinton, who signed the federal ban into law,
later complained about this very fact.
In his State of the Union message (1995), President Clinton told
Congress that "I don't think it's a secret to anybody in this room
that several members of the last Congress who voted for [the
semi-auto ban] aren't here tonight because they voted for it.... [A]
lot of people laid down their seats in Congress."
It's no secret that there are many single-issue voters who will cross
party lines to oppose gun control candidates. Even after the most
recent presidential election, Vice-Presidential candidate Joe
Lieberman lamented to USA Today in 2001 that Democrats "lost a number
of [pro-gun] voters who on almost every other issue realized they'd
be better off with Al Gore."
I think it's worth noting that Governor Bob Ehrlich was elected to
office in the face of a strenuous advocacy campaign which opposed his
position on semi-autos. He won his race, while maintaining a more
positive Second Amendment stance than did his opponent.
The federal semi-auto ban was a total fraud, as the Bureau of Justice
Statistics has shown that violent criminals in this country only
carried so-called "military-type guns" in about one percent of
crimes... and this was before the federal ban was enacted.
Thus, this ban has done nothing to affect criminals, but has done a
lot to stir up political opposition. I hope you will remember the
political lessons from these last ten years and vote to uphold the
Constitutional rights of your constituents. Thank you.
Sincerely,
****************************

Is it protocol to contact delegates from the other districts as well?
I'm in the dreaded PG County (really behind enemy lines!)
Me: I see antis. :uhoh:.
Dr: In your dreams? While you're awake? Antis, like, Sarah Brady, Leah Barrett? In business suits, in Annapolis?
Me: Walking around like regular people. They don't see each other. They only see what they wanna see. They don't know they're anti.
Dr: How often do you see them?
Me: All the time. They're everywhere. You won't tell anyone my secret, right?
Dr: No. I promise.
Sometimes it sucks to a Marylander but is sure beats living in DC.

if you contact them via email they can't tell where you are from...
if you wanna play straight up with them, they tend to disregard letters from outside their district
unless they get so many that they cannot process constituent mail

I'll hit em all with an e-mail. I'll do two versions, one for Antis and the other Preachin' to the choir.

Here is a list of the menbers of the Budget and Taxation Committee for the state of Maryland.
This list is very important . If the AWB bill is hung up Senator Garagiola is going to attach it to SB927 .This bill will levy a tax against "assault weapons" of 10%. If the AWB is attached to the tax bill it will BYPASS THE JUDICIARY COMMITTEE and got straight to BUDGET AND TAXATION to get passed!!!! There are 13 members on the Budget & Taxation Committee. NINE of them are ANTI-GUN DEMOCRATS and the FOUR remaining members are PRO-GUN REPUBLICANS! Nine to four is terrible odds!
I called today to find out when SB927 goes to the B & T committee but the secretary did not have info on it yet.
LETS NOT WAIT THOUGH!! Start the emails!!!!!!!!!!
