Savage 308 bolt issue

My cousin has the savage 110 in 308 and was shooting cheapo steel case ammo through it when his bolt got tight and would not open or close fully. It is impossible to remove the bolt. It appears a part of the bolt did not retract and is blocking the bolt path. Not sure what the proper terminology is but I have circled the issue in the picture. Any idea what happened or how to resolve the issue? Thanks.

That is the extractor and it should slide in and out freely under pressure from a ball detent & spring in the bolt head.

Try a drop of oil, then tap it in towards the center of the bolt until it moves.

Once you get the bolt out, I would suggest dissembling the bolt head and giving it a good cleaning.
Probably a small brass fragment from a case rim holding it from moving.

Do inspect the bolt face - often that is also caused from a pierced or blown primer. Also make sake sure the ejector is not stuck - it looks like a small round button on the bolt face, opposite the extractor piece. It should be protruding, and spring back when depressed.

That happened to a 223 and as I remember the fix was calling Savage and getting a new extractor, spring and tiny ball bearing. All good now, won't use steel case again.
