Is there a way to report someone sending me rotten email?

Report it to their ISP as abusive email.

You can usually find the originating IP address in the email header. Plug that in here: http://www.arin.net/whois/

Look for the "abuse" email address and send a full explanation, perhaps with a copy of the offensive email, to them.

If you can't find the IP address, almost all ISP's use "abuse@ <ispname.extensiontype>". If the email is coming from a private organization or company. Email to "webmaster@ <theirname.ext> might work.
