WY concealed carry question

Wyoming is a Constitutional carry state, so no permit required, but I'm unsure of something.

The law says that you can carry concealed if:
(iv) The person does not possess a permit issued under this section, but otherwise meets the requirements specified in paragraphs (b)(i) through (vi), (viii) and (ix) of this section and possession of the firearm by the person is not otherwise unlawful.

one of said requirements is:
(i) Is a resident of the United States and has been a resident of Wyoming for not less than six (6) months prior to filing the application.

Does this mean that I can't carry concealed until I've been here for 6 months? Everyone I talk to says that anyone can carry without a permit, regardless of residency, and I couldn't get a straight answer from the local PD, but it seems like the law as written precludes me for a while longer. Anyone know if this is correct?

Everyone I talk to says that anyone can carry without a permit, regardless of residency, and I couldn't get a straight answer from the local PD, but it seems like the law as written precludes me for a while longer. Anyone know if this is correct?My brother is a WY highway patrol trooper. They were told in their academy that the law is correctly interpreted to mean only residents can carry without a permit.

Whether that's true, I'm not going to bother with. I'm telling you what he says he was taught by the state.

The law is very straightforward. It says you must meet the requirement of paragraph (b)(i), and the others, and paragraph (b)(i) says "Is a resident of the United States and has been a resident of Wyoming for not less than six (6) months".

If residency was not a requirement, then the statute would read, "(iv) The person does not possess a permit issued under this section, but otherwise meets the requirements specified in paragraphs (b)(ii) through (vi), (viii) and (ix) of this section and possession of the firearm by the person is not otherwise unlawful." They specifically included the residency requirement, so why would it not apply?
