Refinishing Spetsnatz Shovels...

Well, as I mentioned in a previous thread, I'm planning to repaint some Spetsnatz shovels. What is the best way to remove the existing paint?

I'm planning to paint it with something like black Rustoleum. Should I primer it first? Is there another spray paint that would be better? Should I use some kind of epoxy-based paint? (Of course, it's just a shovel...)

Steve, in the army, we'd just wash 'em off, let 'em dry, then spray paint with flat black enamel. Maybe 10 minutes, start to finish, including the time to walk down to the laundry room to use the sink.
