If the government is not maintaining a registration database, then how did they know the Maryland Mall murderer purchased his shotgun at United Gun Shop of Rockville, MD?

Because they called Mossberg, who gave them the name of the distributor, who gave them the name of the retailer, who then dug into his 4473's and gave them the name of the buyer.

If at any time, that shotgun had gone through a FTF (face to face, person to person) sale, the paper trail would have ended.

But also not that all that paper and tracking and man hours spent contributed NOTHING to solving this crime.

They trace the gun backwards (from manufacturer, to distributer, to retail shop, and then to retail purchaser). At present in most states, it cannot be done in the other direction. In other words, they can't look up my name and tell what guns I have (in most states).

The backwards trace doesn't work well once a private purchase has been made.

Of course once all those records are in a database a search can be programmed to run on any term. Right now the ATF cannot program that search for anything except a serial number.

It if against Federal law for the Federal government to maintain a firearms registration database or for the Federal government to require any state to maintain a firearms registration database.

18 USC 926:

No such rule or regulation prescribed after the date of the enactment of the Firearms Owners’ Protection Act may require that records required to be maintained under this chapter or any portion of the contents of such records, be recorded at or transferred to a facility owned, managed, or controlled by the United States or any State or any political subdivision thereof, nor that any system of registration of firearms, firearms owners, or firearms transactions or dispositions be established.

Answered in the second post! Nice job. Sometimes there is a clear, concise, factual answer to a question that doesn't require any conspiracy theory stuff to "improve."

From the article...

When the serial number came back to the shotgun Aguilar purchased,...
Which clearly shows the progression of the investigation.

1) The police have the gun in hand and they write down the serial number.
2) They call up the manufacturer and give them that serial number and the manufacturer tells them which distributor got that gun.
3) The police call that distributor and the distributor checks their records and finds out what dealer got that gun from them.
4) The police call that FFL, give them the info on the gun and the rough date it was shipped, and the dealer goes through their 4473 sheets until they find that gun, and so can give the police the name and address of the person who bought it.
