Best at any price? Cooper comes to mind.
Best for a reasonable price? Tikka
Best for a low price? CZ 452

I've owned a variety of .223 bolt actions. Here are my conclusions:
Sako 75: Best of the bunch. Very accurate (.5" for three shots of premium factory or handloands), adjustable trigger, detachable magazine that can be top loaded, action scaled for the .223 cartridge and a good looking rifle. Downside might be the costly factory rings and the sticker price which is higher than most of the competition.
Tikka Whitetail Hunter. Adjustable trigger, detachable magazine that can't be top fed, action not scaled to cartridge (.308 size similar to Remington, Ruger, Savage, Winchester, Browning) and required a magazine spacer to hold the cartridges. If I have to have the longer action I'd just as soon have a .22-250 or a .243. Accurate with the right handloads (3 shots into .75"). Lot of plastic in the gun but a better value that Remington and other American makers.
CZ527. Action scaled to cartridge, accuracy comparable to Tikka but the magazine lips were very sharp and scored brass beyond the point of acceptability and the single set trigger was frustrating. I could not get it set to the point where it was acceptable in both modes. Eventually I set the unset pull to my liking and forgot the set trigger.
Remington Model 7: I liked this rifle but wanted a detachable magazine. Mine was an older model and it shot well and was very handy. Recent Remington production isn't as good IMHO.

I just got a Ruger M77 Mark II all weather and after getting it sighted in I shot a five shot group of .562.:) This is with a Bushnell Sportview 4x-12x scope on it. THe load was 27 gr Varget, 50 gr V-Max, CCI 400 primers, and R-P brass. I had worked up this load in another rifle that I had to let go so I tried it out to see what would happen as this load is a bit under max. per loading manuals but in my rifle I got some crating on the primer I am now loading 26 gr. of Vaget but haven't been able to get ot the range due to the cold weather we got back here in Northern Pa. I recomend tring out the Rugers which in my area are going for $469 NIB.

Define "best."
I'm kinda partial to Remingtons and Savages myself.

Remington 788. Inexpensive, fast lock time, shoots like a 1500 dollar semi-custom. Leaves plenty of money for a scope and ammo.
It is ugly enough that few would ever seriously consider stealing it.

Length of pull is easy to change. Drop at the comb is not. So, whichever fits you best.
Once I put a Timney trigger on it, my Ruger 77 Mk II "came home to stay". It's always given me three-shot, 1/2-MOA groups with darned near anything I've fed it--Remington factory, gunshow reloads, my own handloads...
It's sorta hard to find a modern rifle that won't do pretty well in the accuracy department.

.40s most days from the 788 and with an accurate read of range conditions-- .30's
Fast lock time, stiff receiver, Leupold scope solid bags and bench.
