There's no one answer to that question, it's going to be governed by local ords. I'd contact the local fire department and ask them if that violates any fire codes where you live.

Clipped from Hodgdon's site:
National Fire Protection Association (NFPA) Guidelines
13-3.7 Smokeless propellants intended for personal use in quantities not exceeding 20 lb (9.1 kg) shall be permitted to be stored in original containers in residences. Quantities exceeding 20 lb (9.1 kg), but not exceeding 50 lb (22.7 kg), shall be permitted to be stored in residences where kept in a wooden box or cabinet having walls of at least 1 in. (25.4 mm) nominal thickness.
Local laws may vary though. Check with your county/city fire marshal.

My local gov officals can stick it. its ATFE i'm more worried about. i'll look into building a wood cabinet then for my powder. maybe rig it with an emergancy water spout inside it. in the mean time i'll keep the poundage down below 20 pounds.
