What is gun registration? (PRK)

A stupid question, I know. Bear with me.

In the PRK we have a form with every gun sale called a "dealer's record of sale" (DROS). That means that someone in the government has a piece of paper with my name and a gun serial number on it, which surely must be de facto registration. However, according to the state, one must only "register" handguns here; not long guns. What does that mean, exactly? If all Hell breaks loose and everyone in PRK is suddenly required to "register" their long guns, does the state already know what guns you have from your DROS forms?

I also have a C&R. If I buy a rifle from a dealer in a free state, he will log that sale into his bound book, and I will log the receipt into mine. What other record exists that shows I own that rifle? Can the state of PRK find out? Can the California DOJ force me to show them my bound book?

For your first question, unlike handguns (which are truly registered), DOJ is only allowed to maintain the DROS records of long gun sales for 5 days, after which they must destroy them by law (PC 11106). So far, I've heard no evidence that they are illegally holding this data for longer.

Firearms registration is the first step in the confiscation process.

Never bought a handgun here. When you buy one from a dealer, do you have to fill out registration forms?

What Standing Wolf said and that having a CCW you have consented to gun registeration.

The part of the 2d Amendment that stays " that shall not be infringed", to me, means exactly that. Nothing more or less.

Am I wrong with this belief?

In fact? Yes. SCOTUS disagrees, and they're the ultimate arbiter for the interpretation of the law. Right... wrong... that's the way it is.

Everyone fills out that same form no matter what state they live in.

That means that someone in the government has a piece of paper with my name and a gun serial number on it, which surely must be de facto registration.

Technically that would be illegal, but of course that doesn't mean it isn't done.

does the state already know what guns you have from your DROS forms?

If they did they should have been able to bust alot of "assault weapon" owners who didn't register their weapons. With all the problems CA has it's doubtful they have the resources to do this.

Can the California DOJ force me to show them my bound book?

The state has no way of knowing about your mail-order C&R purchases AFAIK. The ATF can audit your bound book, and again AFAIK they are the only ones who can do so.
