Type in S.22. When it comes up, look at sections 5212 - 5216. Now then, who was it that claimed that it hadn't been introduced as legislation?
It might well be that this S. 22 is the proposal that was the subject of the "confidential draft", that has had some coverage on various sites, oh how rapidly it grows, from a "confidential draft" to a legislative proposal, complete with it's very own bill number.
