I heard that a person under 18 could buy a rifle or shotgun if he has the signed permission of a parent or guardian. Fact or fiction?

Face to face purchese is a whole other matter and would depend on your state laws I presume.

No, but a parent can legally transfer a firearm to his or her child as a gift. In fact, I'm 17 and building a rifle this summer, but parents will have to buy the lower receiver. Technically I believe its still theirs.
