I have been thinking about getting a C&R license. Anything MD specific I should know about or watch out for?

No problems with the state if you buy/sell only non-regulated firearms; to the state they are just another product. You can get all the Mauser 98's and SMLE's you want with no problems. If you buy/sell many, the Feds may consider you as dealing, but that is not a state issue.

You can purchase a regulated firearm (handgun or "assault rifle") from out of state under your license but you cannot transfer it legally within the state. If you want to sell or transfer it, you must take it or ship it out of state, then it must be shipped back into the state to a state-licensed regulated firearms dealer (an FFL is not enough). You cannot have a dealer ship it out of state, since giving it to him to ship would be an illegal transfer. Once the state-licensed dealer receives the regulated firearm, he can then return it to you "on paper" with the waiting period, buy it from you, or handle a sale to another person.

Within the state, the C&R license means nothing. For unregulated firearms, it is not needed. For regulated firearms, even if they are transferrable, you can't transfer to another C&R license holder without going through the same process as for any non-licensee.

Special notes: You cannot own an "assault handgun" in the state unless it has been previously registered, and you can't transfer it at all, ever. So forget ordering one even if it should somehow be on the C&R list.

Machineguns are OK if registered with the state; they are not in the "regulated firearm" category, so AFAIK you can accept shipment of a C&R machinegun as you will already have had the Form 4 approved by the MSP. You need to register it within a business day of receipt. Definitely check with the MSP on machinegun transfer, though. State registration of machineguns applies not only to a C&R license holder but to a Class 3 dealer.

Thanks for the info. All I am looking to do is buy an SKS/Mauser/SMLE on occasion. I just wanted to make sure I was not wasting my time.

Ditto everything Jim said. Luckily a C&R in MD can still be used for some great stuff. So it's definitely not a waste of time. Heck even if you just buy one rifle you probably have saved your self the cost of the license. There's still some great stuff out there so jump on it while you can!

A couple of surplus dealers have bought the crap our AG was spewing out and won't ship C&R pistols to an MD license holder. Annoying sometimes but you can find ones that do.

Oh yeah when you get your license in addition to sending out to all the surplus dealers send a copy to Brownells so you can get a great discount off the stuff they sell.

PG County checkin in.

I recently received my C&R and have made the requisite copies and flooded the C&R dealers with them. I am currently waiting for the BBT (UPSese - Big Brown Truck) to deliver a pair of shooter grade Yugo SKS rifles that I ordered last week. got the pair for less than $200 shipped. Already saved the cost of my license (3x) since I did not have to pay a dealer transfer fee.

Several companies (CDNN is one) won't ship ANY handgun to MD, not even to FFL dealers. They claim they don't understand MD law and are afraid of being sued.

The rules I cited on handguns are the basic reason I never bothered with a C&R license. The few bucks I would save on the initial purchase are not worth the hassle if I want to sell one legally. I do plenty of business with local dealers and don't get ripped off on transfers, so I just forego the "honor" (and book keeping requirements) of an FFL.
