Hi all,
What was the major problem between Springfield Armory, and the War Dept. reguarding the Winchester Contract, for the production of the M1 Garand Rifle in 1941?

Let me take a stab at this.
Springfield was spitting out revisions and changes to parts left and right. Well, Winchester being a commercial company couldn't make all the tooling changes etc and still turn a profit. Winchester said, "hey, we agreed to these specs and this price. If you want something else we're going to have to see some more green."

You are correct in what you say. This is not the answer I am looking for. The question's answer would have taken Springfield Armory out of production of M1 Garands during WW2.
