DCM Gun Sales?

I once bought a .30-06 Springfield O3A3 through the DCM program. Does this program still exist in any form? If so, where can I get info, and how can I apply?

Well, first of all, the DCM no longer exists. But. The replacement was the CMP (Civilian Marksmanship Program). The CMP is still selling 1903s as well as M1 Garands and Match Grade AR-15s. You may visit them at www.odcmp.com for more info.

i heard that CMP has a cache of M-14's that they're in the process of welding the selector switches on them. does anyone know when they're gonna start selling them?

There will be no M14 sales. The BATF considers them to be a machine gun, welded or not.

no, actually somehow there is a "loophole" in the law. if the M-14's selector switch is welded, it is not considered fully automatic. i know, i used to shoot an M-14, not an M-1A, for service rifle competition.

The ODCMP would love to sell them, if they could. This would be a significant influx of revenue. The main problem is the law. BATF says once a machine-gun, always a machinegun. There are loopholes, but the BATF is full of other kind of holes... of the unmentionalbe kind.

If that M14 belonged to you, you were in violation of the law. It was probably a rifle club rifle, LOANED to your state association by the Army. It did not cease to be a machinegun, but it was the property of the U.S. Government, not your property. M14s were also LOANED, on a similar basis, to members of reserve rifle teams. I shot one quite a bit that a friend in the USMCR had at home; they are great rifles. It was welded so it could not fire FA, but had been worked over at Quantico and was very accurate. He has since had to turn it back and since he was retiring was not issued another rifle.
Dfariswheel is correct; an M14 was designed as a selective fire weapon and is a machinegun under the law, whether or not it can be fired full auto.

CMP does still have M14 NM rifles. I've gotten to play with one. They give them to junior rifle teams. One of my teammates spent a year on the Ohio JR service rifle team, then another year as a coach. He was issued an M14 NM (selector switch was welded) both years. At clinics, juniors of smaller stature shoot M16's that are full rock (although they say they put a block in to keep the selector from being pushed over to that "unmentionable" position).
