Simple question. Is it possible to have a barrel relined in a different caliber? Ex.: .22 LR to .17MII.

Not only possible, it's often done. The limit to the size of the liner is determined by the outside dimentions of the barrel. Sometimes a barrel may be lined to a larger bore, but it is usually the other way around.

Yes, although I don't know if the tooling is available yet. The new Brownells supplement shows a .22 HMR reamer for Redman .17 liners in .22 magnum rifles. It might be a while before they get a MII reamer for converting LRs.
